THE BIG PICTURE - concerning Stockland's most recent Development Submission to the Sunshine Coast City Council for Twin Waters West Project.
Technical argy bargy aside, I have concerns around the process and governance issues found in this application.
DID YOU KNOW-
VARIATION TO THE PLANNING SCHEME
The developer has only lodged for the upper two blocks of the masterplan application. Subsequent lots 3,4,5&6 will be subject to CODE ASSESSMENT to vary the levels of future assessment - this means subsequent stages over 10 years will not be subject to public notification or comment and there will be no right of appeal. Access to technical documents concerning design changes will not be publicly available so changes to hydrology, density, etc will be decided behind closed doors. If salt plumes are again going under people's homes we will not know.
ZONING & BAPTIST UNION SITE
There has been some horse trading to 'land swap' the residential and commercial zones within the site. Zoning changes should occur through proper process and amendment to the planning scheme - NOT AT THE DA PHASE. This is a very slippery slope.
ZONING - HEIGHTS
Again, there is a proper process for amending the planning scheme not at the DA phase. The current height limit is 8m, this variation is asking for 12. This means subsequent lots, under the new scheme and subsequent applications will use this precedent to further increase density and heights.
SETTLERS PARK
Again land gifted to the community has been carved up for development purposes. We have concerns around the "big picture' as too often we see philanthropic gifts to the community for "greenspace' are not honoured. It follows that philanthropists will simply stop generously gifting land to the community.
